The European Court of Human Rights said Lithuania and Romania hosted secret Central Intelligence Agency prisons a decade ago.
The organisation said authorities were aware that detainees were held there illegally and the countries must investigate and punish any erring officials.
This comes despite the fact that neither Romania nor Lithuania has officially admitted the CIA held prisoners on their soil.
