Kaduna State, under Governor Uba Sani, has implemented a UN-backed Alternatives to Incarceration (ATI) program that redirects drug offenders from prison to treatment and recovery.
The Director General of kaduna substance regulation agency Joseph Ike, announced this at a press briefing, describing it as a bold shift from punitive justice to rehabilitation.
He said the governor’s Kaduna Model has transformed mental health and substance abuse care into a proactive and compassionate framework recognized globally.
Dr. Ike added that more than 20,000 residents have benefited from free community-based centers offering literacy, vocational, and recovery programs across the state.
