Nigeria is taking a major step toward modernizing its aviation and cargo infrastructure following a high-level mission to Abu Dhabi, United Arab Emirates, led by the Minister of Aviation and Aerospace Development, Festus Keyamo.
The Nigerian delegation visited key aviation facilities at Abu Dhabi International Airport and the UAE’s Command and Control Centre, hosted by DALIL UAE a global leader in aviation security and Advanced Cargo Information (ACI) systems.
The purpose of the visit was to explore cutting-edge technologies that could reshape cargo handling and improve aviation safety and efficiency across Nigeria.
During the visit, the delegation received technical briefings on ACI solutions, toured state-of-the-art command centers, and gained insight into how real-time data is used in the UAE to streamline cargo operations, enhance risk management, and boost revenue collection.
A major outcome of the mission was the signing of a Memorandum of Understanding (MoU) between Nigeria’s Federal Government and DALIL UAE.

The agreement outlines a strategic partnership to deploy ACI systems at Nigerian airports, beginning with feasibility studies in October 2025 and progressing to a nationwide rollout by the third quarter of 2026.
Minister Keyamo highlighted the benefits of adopting ACI, noting that it will enable early identification of high-risk cargo, improve processing efficiency, reduce customs clearance delays, increase government revenue through accurate data capture, and bring Nigeria in line with international standards set by the International Civil Aviation Organization (ICAO) and World Customs Organization (WCO).
“This collaboration positions Nigeria at the forefront of aviation innovation in West Africa,” said Keyamo.

“With DALIL UAE’s expertise, we’re laying the foundation for a safer, more efficient, and globally competitive cargo ecosystem.”
The partnership reflects Nigeria’s broader push to transform its aviation sector into a regional logistics hub, leveraging digital tools to drive trade, security, and economic growth.
