The Nigeria Customs Service (NCS) has announced significant progress toward introducing a new cargo scanning system at APM Terminals, Apapa, saying preparations for full operation are now nearing completion.

During an inspection visit to the terminal on Monday, December 22, 2025, the Deputy Comptroller-General in charge of Information and Communication Technology, DCG Oluyomi Adebakin, disclosed that the Service has achieved about 80 per cent readiness for the deployment of the FS6000 scanner recently installed at the port.

The visit came after the successful conclusion of final tests and simulation exercises on the equipment, which form part of Customs’ drive to modernise port operations, promote paperless clearance and enhance trade facilitation.

Addressing officers and stakeholders at the jetty scanning site, Adebakin said the assessment was to confirm that all arrangements were in place ahead of commissioning, stressing that the project requires close cooperation between the NCS, APM Terminals and the Trade Modernisation Project.

She explained that while most requirements had been met, a few critical components still needed attention before the scanner becomes fully operational.

“We are about 80 per cent ready. The remaining aspects are crucial, but we are confident they will be resolved before commissioning,” she said.

Adebakin added that technical evaluations already carried out show the machine is fit for purpose, assuring users that the new system would drastically improve cargo processing.

According to her, the scanner is capable of handling up to 200 containers per hour and will replace intrusive physical examinations with modern non-intrusive inspections.

“The days of unpacking and scattering cargo for examination are coming to an end. This system aligns with international standards and will ensure faster clearance, reduced demurrage and smoother operations, while still maintaining compliance,” she noted.

She also recalled that a major simulation held on November 6, 2025, successfully tested real-time integration between scanned images and electronic declarations under the supervision of the Apapa Area Controller.

Speaking at the visit, the Customs Area Controller, Apapa Command, Comptroller Emmanuel Oshoba, reiterated the command’s readiness to embrace ICT-driven reforms and work with all partners to ensure a seamless transition to full scanner-based cargo examination at Nigeria’s busiest port.
