President Bola Ahmed Tinubu has formally requested the Senate to consider and approve the 2025 Appropriation Bill for Rivers State, amounting to ₦1.481 trillion.
The request was contained in a letter addressed to the President of the Senate and read at plenary on Thursday.
The proposal is in line with Regulation 4, Subsection 2(f) of the Emergency Rule Act, following the proclamation of emergency rule in Rivers State in March 2025 and the suspension of its State Assembly.
According to the budget breakdown, ₦324 billion is earmarked for infrastructure including both new and ongoing projects, while the health sector is allocated ₦166 billion, with ₦5 billion dedicated to free drugs for malaria and other common ailments.
Education receives ₦75.6 billion, and agriculture is allotted ₦31.4 billion, projected to create over 6,000 jobs across the state.
President Tinubu emphasized that in the absence of a functional state legislature, the National Assembly is constitutionally required to provide legislative backing for state expenditures under emergency rule.
The proposal has now been referred to the Senate Ad-Hoc Committee on Emergency Rule in Rivers State for swift consideration.
