The Rivers State Executive Council has revoked a N134 billion contract awarded during the tenure of the former sole administrator, Vice Admiral Ikot Ete Ibas (rtd), for the reconstruction of the State Secretariat complex in Port Harcourt.
The contract, initially granted to the China Civil Engineering Construction Corporation (CCECC) under the emergency administration of Ibas, was scrapped following a council meeting held on Thursday.
As part of the resolution, the council instructed CCECC to refund the N20 billion mobilisation fee it had received for the now-cancelled project.
In a separate development, the council approved the formation of a six-member committee, chaired by Deputy Governor Prof. Ngozi Odu, to assess and propose strategies for establishing Computer-Based Test (CBT) centres across the state.

The initiative aims to enhance the conduct of external examinations for students.
The council also mandated the state’s flood management committee, also led by the Deputy Governor, to immediately implement measures to tackle flooding in vulnerable areas.
It further urged residents to desist from blocking drainage systems, warning that such actions contribute significantly to the state’s flood challenges.
