Nigerian Senator and modern warfare expert, Jimoh Ibrahim, has urged lawmakers worldwide to adopt a cooperative approach towards defence budget allocations, warning that 21st-century insecurity will worsen without unified action.
Mr Ibrahim was speaking at the 150th Inter-Parliamentary Meeting in Uzbekistan.
He argued that governments must prioritise human security over partisan scrutiny, stating: “The critical question should be: security for whom, when, and how? Tackling insecurity requires addressing its root causes—including poverty and systemic failures—rather than just auditing military spending.”
Ibrahim linked rising violence to inadequate poverty reduction, noting that flip-flopping between “fear and courage” in governance weakens security frameworks.
He cautioned that excessive oversight of defence budgets without support risks exacerbating insecurity, advocating instead for streamlined systems to curb fraud.
The senator pressed international legislators to shift from adversarial scrutiny to collaborative security funding strategies, emphasising that “human life is priceless.”
