The Government of Finland has announced it will lead a new Team Europe Initiative aimed at strengthening Nigeria’s digital public services and advancing inclusive digital skills development.

The initiative, valued at €23 million and fully funded by the European Union, is part of the EU–Nigeria Digital Economy Package under the Global Gateway strategy.

Finland’s development and training company, HAUS, will spearhead implementation in partnership with ESTDEV, bringing European expertise in digital governance and public sector innovation.

Titled “Support to Digital Public Services and Talent Management,” the programme aligns with Nigeria’s National Digital Economy Policy and Strategy (2020–2030) and the priorities of the Federal Ministry of Communications, Innovation and Digital Economy.

The initiative is also designed to support the rollout of the 3 Million Technical Talent (3MTT) programme, a key government effort to build a robust digital workforce.

Under the programme, the EU and its member states aim to expand access to secure, interoperable and citizen-centric digital public services, strengthen institutional capacity and governance, and enhance digital inclusion.

Officials said the initiative would improve public service delivery, reinforce trust in government and create new economic opportunities for citizens and businesses.

Speaking on the development, Sanna Selin said Finland would leverage its experience in secure digital governance, interoperability and citizen-focused services to support Nigeria’s digital transformation.

She added that the collaboration would strengthen cybersecurity and data protection practices, build institutional capacity and expand access to digital services, helping to shape a more transparent and innovation-driven digital future for Nigeria.
