More than 6.2 million Nigerians have completed online pre-registration in the ongoing Continuous Voter Registration (CVR) exercise, with Borno State unexpectedly overtaking previous leaders Osun and Lagos in total sign-ups.

The latest data, released by the Independent National Electoral Commission (INEC) on Monday, covers the sixth week of the registration process — from September 22 to 28, 2025.

According to the commission, a total of 6,232,673 pre-registrants were recorded as of the latest count.

Of this figure, 3,250,338 were female (52.15%) and 2,982,335 were male (47.85%). Youths between the ages of 18 and 34 dominated the process with 4,230,715 registrations, while students accounted for 1,565,824 entries. INEC also noted that 137,865 persons with disabilities (PWDs) registered during the period.

Borno State surged to the top of the list with 682,805 pre-registrations, pushing Osun (599,363) and Lagos (555,442) to second and third positions, respectively.

The top 10 states with the highest number of pre-registrants also include: Kebbi – 472,662, Ogun – 450,897, Kaduna – 376,054, Kogi – 298,194, Kano – 290,690, Yobe – 258,693, FCT (Abuja) – 227,397, Other notable states include Oyo (205,660), Jigawa (196,234), Zamfara (150,388), Katsina (123,773), and Sokoto (118,043).

At the lower end of the table, Enugu State recorded the lowest number of pre-registrations with just 5,092, followed closely by Abia (5,225), Ebonyi (6,935), Edo (10,278), and Ondo (14,388).

In addition to pre-registrations, 1,004,132 Nigerians completed both online and physical registration processes during Week Five (September 22–26). This included: 537,743 online completions, 466,389 physical completions

Of the total, 555,077 were female (55.28%) and 449,055 male (44.72%). Youths again made up the bulk, with 742,379, while students numbered 354,406. The week also recorded 13,987 registered PWDs.

Since the CVR exercise began on August 18, 2025, South-West states like Osun, Lagos, and Ogun had led in registration figures.

However, recent data shows a noticeable surge in participation from northern states, particularly Borno and Kebbi.

Sources say the increased turnout in the North is the result of intensified mobilisation efforts by community-based organisations, religious leaders, and local authorities, who have ramped up sensitisation campaigns to encourage eligible voters to register.

The CVR exercise is part of INEC’s preparation for upcoming elections, aimed at expanding voter access and improving democratic participation across all regions.
