Not all cattle rustlers are criminals – Katsina Governor Masari

Katsina State Governor, Aminu Bello Masari has stated that not all cattle rustlers are criminals.
Mr Masari who was on TVC Newshour Nigeria disclosed that the problem of attacks in his state was dealt with by separating criminality from the herdsmen.
