Nigeria’s leading opposition movements, comprising the Coalition of United Political Parties (CUPP), All Peoples Party (APP) and the Human Rights Writers Association (HURIWA), have commended Governor Siminalayi Fubara for the presentation of the 2025 appropriation bill to the Rivers State House of Assembly, led by Victor Oko-Jumbo.
The bill presented by Gov. Fubara on Monday, December 30, 2024, has a budget size of N1.1 trillion.
Their commendation was contained in a press statement jointly signed by CUPP, APP, and HURIWA spokespersons, Hon. Ikenga Ugochinyere, Chief Tony Nnadi and Emmanuel Onwubiko, respectively.
The group described Gov. Fubara as an “economic tactician for increasing the IGR of Rivers state by N100b and funding the 2024 budget of the state without borrowing despite all the efforts by the former governor to destabilise the State through his loyal lawmakers and his influence as the FCT Minister.”
“Fubara, despite distractions from the FCT Minister, Nyesom Wike, and embattled lawmakers loyal to him, was able to raise the state’s IGR to N100 billion in 2024 through his inspiring leadership.
“The 2025 budget, which is targeted towards sustainable economic growth, accelerating development and improving the living standards of the people, contains policy measures that will strengthen the state’s capacity to weather possible external shocks from the volatility of the national economy to build the resilience of the state’s economy”.
“This focus on resilience and sustainability is expected to lead to job creation, improved infrastructure, and better public services, thereby enhancing the quality of life for the people of Rivers State.
“We salute the Rivers state governor for successfully implementing the budget without borrowing.

“We also salute Gov. Fubara’s strategic refocusing of River’s economy through prudent management of state resources and an increase in the IGR, which enabled the state to execute its 2024 fiscal policies without external borrowing, but providing a sense of reassurance about the state’s economic future,” the group said.
The group also urged Rivers people to keep track of the progress being made by the Gov Fubara administration in delivering projects, services, and dividends of democracy to them.
The 2025 budget of the Rivers state government is tagged “Budget of inclusive growth, development.”
